My monk dps is low

Hi everyone, this is my first post.

Currently I am leveling monk, level 68, and have been doing quests and instances as dps spec. During my dungeon runs I am 300-400 dps lower than fellow monks in my party. I have been reading various guides online and have tried their rotations but it doesn't seem to make a difference. My rotation looks to be the same as other monks in my parties. My rotations have been as follow

Single target
Expel Harm for Chi before I get to the mobs
Rising Sun Kick (when up)
Tiger Palm x3 (for debuff)
Fists (when up)
Brew when at 10x
jab and black out kick filler

3+ Targets
Expel Harm for Chi before I get to the mobs
Rising Sun Kick
Spinning Crane Kick

Any help as to what I am doing wrong would be greatly appreciated. I am at a loss right now as to why I am 300-400 lower than other monks.

Thanks for the reply. I will try that for my AoE and try brew at 5.

The reason for the weird gems is that is all that was available on the AH so I figured might as well go for the gem bonus since there were no agi gems.
