They've done that since at least TBC (I didn't play in Vanilla so I'm not sure if they did it then also) it's exactly like the warrior stances, you get a new action bar for each form (stance) except for travel and aquatic form. Think of the new action bars as an overlay of the original, different spells but with the same keybindings.
