The best leveling specs for most classes are the ones that have the most damage output and less downtime (which includes survivability). However, any build that offers some kinda of dps increase is still good for leveling. Tanking and Healing specs will usually be the slowest and I would not recommend anyone leveling as one of those specs if their goal is to reach 80 as fast as possible.
There are a few oddballs though. You could be a prot paladin with 5/5 reckoning and do a lot of AoE multimob grinding. This was a really good way to level up fast.
