Most of the good gear at low levels is found on Heirloom gear. This gear is only available to you after you've reached level 80 on one character. This level 80 character can buy the Heirloom gear and send it to your other characters. This gear will also increase its stats as you level, so you won't need to replace it (until level 80 or 85, depending on the piece).

Other than the heirloom gear, you can get decent upgrades from either completing quests or doing dungeons. Tailoring will offer some upgrades, but it is usually pretty costly.

Some random tips of advice:

-As a mage, look for pieces with intellect. That is your primary stat. Stamina is always nice too.

-Purple > Blue > Green

-Higher Item Level means more stats.

For what it's worth, I wouldn't really worry about gearing while levelling. You out-level whatever your wearing anyway, and quest rewards are generally good enough to get by.

Unless you're planning on pvp-ing and battlegrounds and twinking, then that's another story altogether. :)
