Buy dual spec, go Enhance for probably the easiest and fastest leveling of all classes and specs and just use your dual spec Restoration to get fast dungeon queues.

All specs are viable for leveling in Shaman.
However, if you go via the Elemental route, please be aware that you will frequently go OOM until you obtain

Lava Burst
remains a fun spell to throw around, no matter how many times I do it.
EZ MODO Shaman leveling, however, is done via the Enhancement spec. It's ridiculous - you get to dual-wield, and Totems are so ridiculously cheap there's no reason why you won't drop 'em anywhere. Also, Enhancement will deal a lot more damage compared to Elemental in the early levels.

Not to rag on all of you but the OP said he is about level 11. That's about 20 levels away from being able to get duel spec. So completely not helpful for the OP.
Around that leve (nearing 15 I think) you will get the ability to drop up to 4 totems selected, don't worry.
According to wowhead you don't get that until level 30...

Damn I'm on executus also lvling my shammy Snib.. I lvl'd another shammy as elemental, this one I'm going enh and I have to say I'm having a blast so far.. Cant' wait to see how the rest of the lvls go..
Queue times are around 16-20min for dps.. Guess it depends on the time of day..
