I suck at theorycrafting, but I believe that the Steady Shot rotation should still be the most efficient way of dealing damage.
Don't trust me, though, I'm a noob.
One more warning: this is from the point of view of a leveling Hunter (level 66 and a half, baby!). The most intense instance I've ever done is a Blood Furnace PUG. When it comes to raid DPS, I dunno.

im guessing this is where the viper glyph and 4 piece tier bonus join the party.

Our other shots will scale better. They are also more expensive. This means that in order to make up for the damage we lose here, we will have to spend more mana, which means we spend more time in Viper, which means we lose DPS anyway. The real question is, is the extra time in Viper worth the extra damage you cause? And that's something we still have to find out.
Quite. Has anyone seen any feedback from Hunters on the PTR?
I'm tending to think that instead of trying to compensate for lost Steady Shot damage, we're probably best to just carry on as we do now and accept that the damage nerf was brought in to tone our DPS down for a reason. Trying to compensate for the nerf currently seems to me to be like throwing snowballs on a burning house to try and put it out.
Steady Shot is still our most mana-efficient DPS delivery system. Burning through more Arcanes and Aimeds to boost damage will, as pointed out, just dump us into Viper all the faster. Now if that's the case, it seems to me that 2 points into Rapid Killing might make sense for the shorter cooldown, as I find it generally useful to pop Rapid Fire when in Viper to regen mana faster. A shorter Rapid Fire cooldown might be beneficial for that, but possibly not to the degree of spending two Talent points.
It still looks like Marksman will be the DPS spec, given the other Beastmaster nerfs which are going to, in addition to the big Steady beat-down, reduce BM Hunter DPS even more. Marksmen have more tools to compensate (Improved Steady for example) and Efficiency may become a key Talent choice if one is to spend more mana on shots other than Steady.
