Weapon speed does make a difference for a Ret build when using Seal of Command. You want a slow weapon.
This is because SoComm works off of a 7 proc per minute basis rather than a straight percentage chance. You will get the same amount of procs with a fast or a slow weapon, but those generated by the slow weapon will hit harder as the proc is based off of weapon damage.
Also, some of your abilities have a chance of proccing SoComm, gaining the percentage chance of a proc from your weapon's speed - so slower weapons will provide a higher chance for abilities such as Crusader Strike and Divine Storm to trigger SoComm as well as providing higher seal damage on each proc.
