Your talking about something ingame I think.
ESC -> Interface -> Actionbars, then enable all bars.
You can use the items you want to any actionbar slot, and thus having a shortcut to it.
You do this by going to your backpack, click and drag the item to the actionbar slot and release your mouse button :)

Maybe you mean additional action bars?
In-game go to:
Interface -> ActionBars, and there you can tick Bottom left action bar, Bottom right action bar, Right action bar 1 and Right action bar 2.
You can drop items in there so you don't need to keep going into your backpack.
Else, I have no idea what you mean ;o
