Not able to use an unused name?

Today I was trying to make a new mage and knew the name I wanted because of a previous toon on a different server. I tried to make the mage, but it said the name was already taken. I then put the name through the armory and no one on Uldum (the realm I'm making the mage on) has this name taken. Why can't I use it?

I thought the armory only showed toons above level 10.

Not that the Armory is entirely accurate, but I think the explanation for this is that someone more than likely had that name and then used the paid name change feature. If I remember correctly, the old name cannot be used on that server until 90 days have passed.

Also the Armory doesn't show lower level characters so someone may have the name that is below the threshold.

If you search just the name, you can see which servers have that name used and what level the character is even if they are below 10, you just can't actually go to their armory page. (Though sometimes still armory slow update, etc.)
