There are many people, me being one of them, who like trying to solo the older raids, for "
fun & profit
" as EJ would have it, and it can be
very
profitable, as well as a great challenge).
Then you have the rare mount hunters, profession recipe/reputation completionists, legendary weapon collectors, etc.
Anyway, it seems that re-cycling raids as new heroics is the way it's going now, so there's a good chance this may apply to more of them in the future, so you may get your wish!
Might I suggest a phased zone 'on top' of the instance
Yes. This. Pretty please;) Also, while they're at it, get rid of the requirement to be in a raid group to enter them, that's just unnecessary faffing these days.

I'm with the others in implementing a phased quest zone near the instance and keeping the raid instances as is (and move them to the CoT if they get re-hashed). The way you fight back Ragnaros in Mount Hyjal is a nice way to do things like this. The player can heal NPCs, kill adds, dodge fire and can die if you do stupid things (my Feral got one-shotted by Ragnaros while doing it).
The WotLK "Battle for the Undercity" is a horrible example, as player actions during it don't have much effect.
Whatever they do, I hope they don't remove/replace/rehash more content. I don't like it when my biggest income gets taken away :)
Also...Yes to removing raid group requirements to enter a raid instance, or at least allow the raid group button to be clicked regardless of the amount of people in the group.
