I'd drop the points in desicration (and put 2 of the points in Vicious Strikes) and then put 3 more points into frost for Lichborne. I'd also go for bladed armor over 2H spec, especially as a tank.

It does scale. I have 24k atm, and in the next patch I'll have 27-28k. Each point is 1 per 180, which means 24000/180 = 133 AP. That is a huge increase.
