For a Destro Lock? Definitely the first one. Crit rating is more favored by Destro Locks; and, the first one has more spell power, and a little more intellect than the second one.
The second pair of pants probably suffice for an Affliction warlock.

actually, the spirit on the second makes up for the shortfall in SP, so there's really no difference there. the only difference is 37 crit or 2 gem slots.
even for destro locks crit doesn't add as much dps as hit or SP so gem slots are better.
here's some numbers for you based on results from
simulationcraft
:
crit_rating=0.78 haste_rating=0.72 hit_rating=1.40 intellect=0.24 spell_power=1.23 spirit=0.27 stamina=0.00
these numbers are the relative DPS values of 1 points in each stat for a destro lock. they're an incredibly rough guideline but worth noting.

One of the main reasons to take Raz's leggings are the blue socket - we need two for the chaotic skyfire, and theres really no better place at that level of gear to put one of them. I've had a nightmare of a time working out where to put my 2 blue gems as I'm still wearing the Bracae leggings - grrr.
Other than that convenient blue gem slot, i really, really think the Bracea leggings are considerably better.

if you're not hit-capped) and the socket bonus,

If you're prepared to splash out on better gems the difference is even bigger.
