I know that diminishing returns make reforging/gemming for dodge and parry almost useless after a certain point, but what is that point? Does anyone have any dodge/parry rating or percentage numbers that are the effective "cap" for dodge and parry?

There is no particular point or cap. Mastery is more useful than dodge/parry period, because even before diminishing returns it takes less mastery rating to get 1 point of mastery than it takes dodge/parry rating to get 1 point of dodge/parry. Mastery is simply more efficient, that's why we go for it instead of avoidance.
Erm... No? Actually the opposite. The difference is that Mastery rounds and Avoidance doesn't. It's possible to have say, 13.48% dodge. So while it may take (and I'm not sure if this is true) more rating for avoidance to get 1% then 1 point Mastery, for Mastery it only counts if you have the full point, not to mention they are not linear in value by any way of measurement. I personally prefer Mastery over Avoidance because it's not RNG.
