There is never an accurate ETA to when patches are released. They're usually tested in the PTR until the Quality Assurance Department feels it's ready for release. Generally, the PTR Forum might shut down the day before its release (usually Monday, since they're usually released on Tuesdays), but other than that, there are no ways to make short or long-terms predictions as to when they'll be released.

Does anyone else feel sometimes that people have unrealistically high expectations of the WoW Dev Team, especially in comparison to previous MMOs? I gather it's the popularity; that many people haven't adjusted to the nature of an evolving game and the requirements of it.

Most rumors when patches are going to be released are always false. QA releases each patch when they feel it's ready for release, and usually they don't have a scheduled date for it; with that said, it's usually impossible to make accurate long-term predictions as to when they'll be released.
A good indication that the patch might be released is the closing of the Public Test Realm, which is usually the day before release.
