one half of it is in the northern part of barrens, in the water where all the goblins are. the other half is off the coast of silverpine forest, i recommend having people summon you there with the shadowfang keep stone, it's what i did. also you can look it up using the "search database" function of wowhead if this didn't help.

I love how you still have to do this insanely difficult (especially if you don't use wowhead, or cartographer, etc) quest chain to get AQUATIC FORM, but the Swift Flight Form quest was too just tooooo harrrrd, so they just make it trainable.
