it's one of those things that seems stupid from our point of view, the point of view of those who've been playing this game for years. remember that they have to design the game for someone who's never played WoW and never played any MMO.
i think the idea is that hunters didn't get pets at all until level 10 until 4.0 (iirc) and this was because they didn't want them to have too steep a learning curve. similarly warlocks had to do a quest to get their first pet which was a better solution to the problem because it allowed players who knew the game to get it immediately but more new players to acquire it around level 5 or 6.
the newer solution may seem a bit weird for more seasoned players but is perfect for those completely new to the game and genre. they get a pet that just does what they need it to do and then at level 10 once they've got to grips with the basics of moving around and using abilities, then they get some extra control.

Yeah but they get hints that pop up and by the time they are lvl ten they would have worked out how to turn them off because they are annoying as hell, surely all they would have to do is put
"Press ctrl-1 to make your pet attack, ctrl-2 to make it follow, etc."
Yeah your answer makes sense but still, there's nothing we can do is there.
So what does it do up to lvl 10 is it just automatically on defensive or what?

yup, defensive. it attacks what you attack.
go and make a new warlock or hunter, it's absolutely fine. it just throws people like the OP off who expect it to be there, that's all.
it's like the new "simple tooltips" thing that everybody hates. they've got to make those simple tooltips the default option because absolute beginners who need them don't know how to turn them on specifically while those who don't need those tooltips know the game well enough to go digging through the config.

i wasn't describing what defensive does i was describing how your pet behaves before you get any options to control it, that being the subject of the thread. i'm not entirely sure if it is literally in "defensive" mode since i haven't done the tests to confirm it but i know that your imp starts casting when you do damage which is very similar to regular defensive.
macros also do not work before you get the ability to control your pet so they're no use.
also, don't put "/petattack" into any imp macros. each time your imp gets that command he starts casting... even if he's already casting something. spamming that button results in your imp never completing a cast.
/petattack works well for the melee pets.

Because a macro makes sure your imp does firebolt when you hit your nuke without you having to make "the extra effort" of pressing ctrl+1. AND he switches targets when you do.
How can you NOT see the usefulness of that?

I was just always %^&* at making macros. I guess it's that.
Didn't know it made it switch targets, might have to take a look when i can.
Took me ages to make on on my warrior to switch to zerker intercept and switch back.
I had to copy paste a spell reflect one.

There is a minor wrinkle to this. If you have a barmod, such as bartender you will actually see your pet bar once you get your pet. You just wont be able to control it.

are you sure?
it's been a while since i made a new pet class character but i was using bartender when i did and it didn't behave like that.

And the other annoying thing that they have implemented is the dead button space on the pet bar.
There are several button slots you can't put skills on until you have leveled. So you have a pet bar with a couple of skills then a couple empty spaces and then a few other comands. If you try to drop a skill on the empty button slots it just disapears.

i couldn't find it after a quick look but i'm pretty sure that's been acknowledged as a bug (and therefore presumably on the fix list) by a blue poster.
