It has a useless stat for us, so for that reason alone it would go to the other healer (I assume we're talking about a priest).
Now that you can trade items for an additional two hours I feel like a perfectly itemized piece for both healers (which is likely going to put you in competition with a resto shaman) it seems reasonable to give the paladin a mail upgrade for both of them, since if a plate piece drops later the paladin can trade the shaman the mail s/he temporarily received.
I'd only do this in guild raids, though, you can't trust pugs enough.

I think that while it's difficult to ascertain, if a poorly itemised cloth piece drops that is still an upgrade overall for a Paladin, then it's a significantly higher item than whatever the Paladin is wearing presently.
Having said that, my general rule (including mail DPS pieces) is that it depends on the degree of the upgrade. If it provides a huge increase for one, and a minimal increase for the other, then it should go to the one, irrespective of plate/cloth. If it provides a roughly equal increase, I'll let it go to the cloth wearer. But inevitably, that suggests that you should always roll for it, as long as it's an upgrade, full stop. (If it's not an upgrade for the plate wearer due to poor itemisation, despite the higher ilvl, then you should abuse the FoTMadin for being stupid.)
I'd still let my GM DK roll for a piece with block value, providing that it provides a huge increase in other stats for him like dodge/parry rating. But if there's no meaningful increase, I'll expect him to give it to me.

Great.
1) Leveling a healing paladin will become a pain (if you want to heal in instances, that is).
2) You will be forced to choose from a single crappy mp5 plate while letting the perfect crit/haste mail piece being disenchanted.
I hope I just read that wrong.

By the time this complain is valid in terms of the new loot system, it will be two major content patches old.
Mp5 has been better than crit for a long time.

I dont know what content you are healing, but with around 40k mana, mp5
is
just a crap stat.

Wait, I haven't found the thing in the patch notes, but I assume you just mean you can't roll for lower armor class gear with Blizzard's standard system. I assume they won't take powers from a ML. If we're talking about just rolling on gear, that's probably just heroics, right? I mean no one goes into ToGC25 with 'need if you need' as the system.
In which case I agree with you about the stats at that level of gear, but by the time you have 40k mana this shouldn't still be relevant.

You can still trade the item between chars, just do tha, doesnt seem much of an issue to me tbh

The new PUG system in 3.3 will not let you need roll outside your intended armor class, but you can still greed it, and that takes
precendence over disenchanting.
No it doesnt. Need>Greed=Disenchant.

The way the healers can "technically" roll for spell power gear.
Plate: Paladins
Mail: Paladins, shamans
Leather: Paladins, shamans, druids
Cloth: Paladins, shamans, druids, discipline/holy priests.
Noticing a trend?
Now including DPS...
Plate: Paladins
Mail: elemental/resto shamans, holy paladins.
Leather: Boomkins, trees, elemental/resto shamans, holy paladins.
Cloth: Boomkins, trees, elemental/resto shamans, holy paladins, shadow priests, discipline/holy priests, mages, warlocks.
Um. Yeah. So please, for the love of God, don't be the one paladin that wins a piece of cloth gear and then argues "but it's itemized perfectly for me!" after beating out any kind of cloth wearer. If no clothie needs it, take it, but before then, don't be a jerk and take it away from a clothie.

I love how people read patch notes. Paladins can't
NEED
on Mail/Leather/Cloth, but they can still
GREED
it. This ONLY applies to the Random Dungeon system, NOT Master Looter or anything else.
As for now, I say if nobody else needs the cloth/leather/mail, then the pally can have it. Heck, my own pally's wearing a couple pieces of caster leather, because nobody else wanted it, and it would have just been d/e'd.
