i currently have the exact same problem. i've got lots of emblems and nothing to spend them on so i keep coming back and looking at this one.
...as an aff lock it just isn't an upgrade. 31/40 it probably is.

yes well, the thing for me is i would like the haste but only if i can get it without losing SP or hit. you could get the hit back up with a gem but not the SP.
it's not worth counting the blacksmithing gem (as any enchant) because the same can be applied to both.
it's pretty close and i've decided to save my emblems in the hope that they add some new items with 3.1
