You need to replace that BC gear, and get hit-capped (unless you have support skills in raid that are capping you). Your spell power and crit are both low.
I was having the same problem as you, and as I've started to replace gear I have seen a steady increase in my DPS. To give you a reference, when I was at the same stats you are now I was also doing 1000 DPS. Now my spell power is closer to 1400 and my fire crit rate is over 30%, and I am doing 1600. Your rotation looks fine, though. Make sure you have glyphs for FFB, Molten Armor, and Improved Scorch. Fewer scorches and the crit rate buff will increase your boss DPS considerably, and make it feasible to lay down scorch on trash as well.
