Depends on three things:
1. Is the target bleed immune? If so use ravage. Otherwise,
2. Do you have mangle? (I know you can't at 38) If so, use pounce. Otherwise,
3. Is the target squishy? If so use ravage. If not use pounce.
So basically if I have mangle, I almost always use pounce. 2 main reasons why here:
1. Mangle ups the bleed damage from pounce by 30%.
2. Bleed damage isn't mitigated by armor.

when solo grinding/farming at 70, always use pounce because it allows you to be behind the target long enough to use shred. Otherwise you will never use shred.

Though I haven't hit 70 yet, but this makes little sense to me.
Whats the point of using shred if you're resto, so you're shred isn't much better per energy than claw. Or if the target is bleed immune.. you're losing a lot of damage compared to ravage.

Shred is the highest in-combat move you have as a cat. Sure, untalented, it costs 60 energy, but after a pounce, mangle (which you ALSO won't have as resto) to up bleed damage from pounce and direct damage from shred, then a shred, that mob's going to be hurting. Also, if Omen of Clarity procs and any of your abilities crit, you could max your combo points and rip the mob before the pounce stun wears off and he'll be well on his way to dying without being able to touch you.

It does make sense. If you're resto for leveling then
that
doesn't make much sense. However, assuming Shred is talented, if Omen of Clarity procs, you can get 3 Shreds in before the Pounce stun breaks -- 2 if OoC does not proc. If you get 3 and any of them crit (assuming Primal Fury), you're ready for Ferocious Bite or Rip right then.
Once I saw the light and started using Pounce instead of Ravage, it was a world of difference in the downtime I have. For mobs with damage that isn't above par within one level of mine (69/70/71), Improved Leader of the Pack keeps me healed. I never have to shift out to heal myself. The majority of that is attributable to Pounce; if I
don't
use Pounce, I get hit a lot more and end up having to heal myself after x number of mobs.
No shifting and no healing = more time killing.
I understand a lot of this isn't relevant at your level as you don't have access to the talents. However, I figured I'd give you more of a philosophical/theorycrafting answer than something tailored to your level specifically.
EDIT:
I figured I'd add this in since pre-70 druids are posting here. The only way to get 3 Shreds in with an Omen of Clarity proc after a Pounce is if you time your Pounce to be just before a
tick
. 20 energy is refunded directly after the pounce which gives you enough for a Shred. That Shred procs Omen of Clarity which allows you another Shred while waiting for the next tick. Then the next tick lands refunding another 20 energy which gives you enough for the next Shred. If you don't time the Pounce right, it is between less likely and impossible for you to get all three Shreds in.
If anyone knew that already, I wasn't trying to be pedantic :) -- I didn't know this when I was levelling.

Usually
things with blood can bleed. The rest are exceptions to figure out, I fear.
Depending on the damage of the mobs I'm attacking, I'll even Pounce bleed-immune mobs simply to stop them from hitting me for a while. If they're total weaklings, I'll do just as hroskar said and run up and mangle them to start.
The point about not having to be behind is nice as well.

Tiger's Fury + Ravage on an NPC's Imp will one shot it almost every time. If it doesn't the autoattack that immediately follows should do the job.
To that note, you know, some pets do
way
too much damage. I hate that.
