I think it depends on multiple things, starting with your weapon's speed. If it has 3.80 for example , precision can be quite valuable. When you swing your weapon, and the opponent dodges, parries etc., or you miss, then you won't get rage, and you will have to wait for almost 4 seconds for your second swing. So then the extra hit would come in handy. If you have a weapon which has a speed of 2.50 or so, i wouldn't mind getting precision.

Also it depends on having improved Slam or not. If you do, you can start slamming when you miss, to keep up the DPS a bit. Slam can also get dodged etc., so still the hit rating is nice. Slam isn't valuable if you have a quick striking weapon though.

Conclusion: look at your weapon's speed, and conclude on that if you miss a lot or not, and if you get a big disadvantage of missing. Once you hit lvl 70 hit rating will get important, but mostly for dual wielding.

I'd pick it up simply for the fact that +HIt gear is rare at low levels and missing sucks. You can always respec later.
