Because of the global cooldown you can't have it cast both spells at once. As Infinity said if you put it in a sequence then it will cast the first spell on your first press and the second on the second press. Also I would modify it to make the target of the spell to be you instead of having the macro target you. This would keep you from losing your target just to shield and renew yourself.

With the macro infinity posted you don't lose your target since you don't change target in the first place :)

If you use that macro on the first click you should get renew, then when you click it again you should get shield. Not sure why it wouldn't work right, maybe check out the wowwiki page on macros it gives some very detailed info on sequences and what they need to properly work.

According to the macro posted, the shield would come first.
I just tested it and it works as intended. Two clicks produce a shield and then a renew.
