Here is what i have found out.
Arms = Less gear dependent than the other 2. Once you get Bladestorm you have fun =) Overall very good for either PvP or PvE. Survivability is not the best and downtime is annoying. Arms is still amazing though. (Bladestorm allows for multimob pulls)
Fury = More gear dependent than arms, because of the hit rating needed for duel wield and titans grip. Not the best for pvp but still solid gor BG's and terrific for PvE, you will see alot of DPS headed your way if you are properly specced and decently geared.
Arms = My favorite. Multipull mobs and be able to kill them all with a good bit of health left over. Great survivability. Group quests (to an extent) are often soloable, which means leveling can progress easier. Moderately gear dependent. Added bonus is the less downtime and of course your a tank already, and on top of leveling you can easily be accepted into instances and groups. Never too man tanks.
Overall, all if your great with prot gear already, i would recommend going full prot, 5/8/58. Leveling, instancing, surviving and butt kicking haha.
I hope i helped you decide, it is still a choice of how you play. Prot is just fun because finding groups is so easy now!

All three specs are fine for leveling. I leveled as prot all the way up to 80 in tank gear and did fine. I even beat out some of the dps.

I've leveled from 70-73 as arms and had a blast because of the amount damage you can do and bladestorm is great fun.
I was prot for all of lvl 74 and killing single targets was fast and easy. Multiple mob pulls was easy and I never came close to dieing. I could take on elites and easily win.
Fury is fun and if you have the gear you will hardly see downtime. Fury IMO is the best and easiest way to lvl if you are starting at 70 with T5+ gear. If you have bad gear or barely T4 then I'd say arms is the better way to go.
