When offtanking an encounter where you have to stay prot spec to pick up adds but are not actually tanking the entire time, what rotation do you use to maximize dmg? For instance on onyxia an offtank picks up warders/whelps in phase 2 but does dps in phase 1 and 3.
Should I dual wield 1hs, hs, devastate, ww, shockwave? Spam devastate for sword and board procs and shield slam? Use a 2h and whirlwhind and slam in zerker? Maybe put a slow 1h in my main hand for bigger devastates?

Well sure my dps doesn't matter that much, but don't limit this just to ony, say any other fight when you have to be prot but can dps half the time.
Use a slow mh and shield and spam devastate/shield slam?

first priority - get sunders up on the target if the MT is not a warrior.
after that, i think SS, SW, and concblow are your three best abilities and use devastate to fill. a slow weapon will make devastate a bit more effective.
HS will eat your rage much too quickly when you're not being hit.

If you safely overgear the encounter, feel free to throw on a couple of dps pieces/old tanking pieces gemmed for dps in encounters like OTing Onyxia10 in a guild run. Switch to a slow onehander.
Devastate in battle stance, use shieldslam when sword and board proccs, keep shouts up, keep thunderclap up (if needed).
Those abilities have a crit modifier through talents and gear, and keeping a stack of deep wounds ticking is nice for your dps. Dont use execute, your crit is gonna go low and devastate spam>execute spam.
