To be fair, Kel'thuzad drops should not be compared to drops from the rest of the instance because it is 13 ilevels higher. Naxx 10 drops are itemlevel 200, with Kel'thuzad 10 drops at itemlevel 213. Naxx 25 drops are itemlevel 213, with Kel'thuzad 25 drops at itemlevel 226.
But even when comparing equal itemlevel gear, nonset pieces can be better than tier 7 items depending on all sorts of things (stat allocation, set bonuses, your spec and your other stats)
I think what Quab meant was that you can't build a full set of epics only with badge bought items. There will be some slots where you need either drops from 5-mans (heroic preferably) or from various raid instances.
For example, there is only one trinket for each basic role that can be bought for badges;
one for tanking
,
one for physical DPS
,
one for caster DPS
, and
one for healing
. So you will always have to get a dropped item (or rep. reward) for your other trinket slot.

In Dalaran.
They are mostly in the Sunreaver's Sanctuary/Silver Covenant, depending on your faction, but some are spread around in various vendors across the city.

Based on EJ's research, until you get to around 4000 spell power, point for point spell power is worth about 14% more to a mage than crit. This means that, depending on the proc rate, the trinket that, based on the proc, appears intended for healers is arguably better for a mage than the caster trinket. Or more realistically a mage might well elect to equip both.
I'm not a healer, but I have been told that crit can be important to some healer classes. So perhaps for some healing classes the "caster" trinket is useful as well?
Now that healing is based on spell power the line between a "healer" and a "caster" trinket can get very fuzzy and statements like the one above can't be taken at face value. Since these are "purchased" items we are all free to pick as we like, but in a drop situation, this is well worth keeping in mind.

True I guess, though a mage would never get the full value from the healer trinket since the haste proc is wasted. There should be better options from drops. Not to mention
