Does rested experience apply in WSG when you gain exp. for capping a flag? i know heirlooms do but does rested?

To my knowledge it does. I have leveled my current alt strictly through BGs and it seems to burn up my rested.

I believe rested only affects killing monsters like it says. My hunter has only done bgs for 15 levels and he is still rested.
