Any Mutilate build will involve bleeds simply because there's very few ways without them to dump the inbound combo points acquired through the ability. It was designed this way, and works because of how it was designed.
PVE isn't about burst damage, so if you're trying to work on burst damage then you either a) are PVPing, or b) need to rethink your strategies for PVE.
