In duels, classes can use EVERYTHING they have by their own. Locks can use stones, warriors can use 5 min cds, shamans can use heals and totems, etc...
If a mage/warrior/druid/whatever tolds you: "you beated me because you used CDs" Just say: Ok rematch but this time no iceblock/elemental/forms/totems/pets/etc...
Consider duels as 1v1 arenas for "rules". Everything you can use in arenas is ok in duels.
My 2 cents.

Make rules before duels. To an extent it's OK, but when you see a rogue blow vanish, blind, evasion, sprint and then pop preparation and do it all over again; that isn't really much of a duel rather than a rape.
I heard they made this cool thing called crowd-control. It's supposed to be really good at controlling enemies to negate this type of brute-force overpowering.
If a class inherently has access to it, it's allowed. The duel is about beating the enemy, not sparing their sore feeling. When it comes to potions, profession abilities, outside buffs, etc, then that's up to the people involved to decide.
