SoR is the best due to 0 ramp up time and if you end up swapping targets you don't get your dps hurt. Also the SoV DoT can mess up CC.
One-on-one, if you're not using Repentance and not getting kited, SoV is good. But generally speaking, SoR is more practical as far as a catch-all seal is concerned.
I don't know about arenas (and sorry if you interested specifically in refined combat), but in field, it depends on your build and your opponent(s).
I've had identical results with Seal of Vengeance against most melee targets and hunters, for casters, Seal of Justice works better, and it sometimes works against holy paladins better than SoV.
Also choosing SoV/SoR is up to your build too. I've had (up to yesterday) prot build with Reckoning and slow weapon (HH blade). It was on par due to additional swings from reckoning adding stacks in no time, considering DoT component of the seal. (Pretty often, targets died out of DoT when they were trying to flee)
