I'm confused about the quel'delar quests in the 3.3 guide. These quests are inside icecrown citadel? Are they 10 or 25 man quests?

No, this is basically the "do epic quest get epic reward befitting said quest" quest.
The Shadowmourne quest will be interesting to say the least, having to convince 24 people to do gimmick fights instead of the usual way...
