There is an addon Called Carbonite Quest but it is an addon you have to pay for.
It's a Mix between Questhelper and Cartographer 3.0 But the demo version works fine but dosn't show all the quest givers only the one's from Hellfire Peninsula and Howling Fjord

Carbonite is free actually, and as far as i know it doesnt do what he asked. I dont know of any addons that show you where quests you havent done are. But ill look into it, that would be nice.
