Is there any way to allow a higher lvl char to see low lvl quest giver? I want to go back to the old world to get some of the achievements but I don't have the time or the energy to scroll over every NPC I see to see if they have quests I can do. Any help would be much appreciated.

Low Level Quests are one of the many things you can track on the minimap.
