Quest help - The Missing Link - Nevermind!

I'm trying to complete the Stormsong and Dance achievement with my lbl 52 paladin. I've completed the Tidesages of Stormsong questline and the House in Peril questline up to The Missing Link. But I can't get The Missing Link quest. There is no charred note on the body. Am I missing some achievement or reputation or something to make that quest show up? I can't find any advice anywhere. I've googled a bunch and asked a lot of people and no one can tell me why I can't find this quest anywhere. I'm stumped and starting to get really frustrated.
