As Elemental ...
Level 85, 4 pc T13 (LFR) + i397 valor gear, I had large amount of crit and haste and 54% (yeah, five-four percent) mastery. In the 3 shots, I was overloading at least one spell and critting with at least one. Stuff died sufficiently fast.
Then, with each level, things started slowing down. It was a linear descent with each new level, all the way to ...
Level 90, at exactly i460 average (LFR ready, again). 11% haste, 8% crit, but still 34% mastery (ugh). At max range, opening with flame shock, I could get off Lava Burst and start casting a LB before it reached me and started beating on me. Sometimes, on a single mob, I'd see 2 lava surge procs (and use them) before the thing died. Often, I'd only have 4 or 5 seconds left on Flame Shock. Healing Surge is my most used spell while questing.
I've since improved my gear a little (of course, raid hit cap handicaps me somewhat), but things still take a while to die. The Elites you have to kill for the Shado-Pan dailies are either pop-full CDs ... or suicide-burn them.
I guess what I'm saying is .. it doesn't get better as you level. Not until you start gearing up after dinging 90.

interesting - i find stuff dies very fast as elemental. 2-3 casts is about right for non-elites. elites take longer, but the earth ele can tank a few of them while you nuke.
be sure you're using all your nifty tricks to make things easier...

i use a combination of these things, and i rarely have to heal myself unless i pull a group of elites. i've managed to solo some of the rares if i have all my cooldowns ready.

I've leveled through Pandaria as elemental and had no issues until reaching the Dread Wastes. However, it could also be that I completely skipped Townlong Steppes and missed gear upgrades that could make things easier. Although I did notice having the same trouble with mobs in Dread Wastes previously on my warrior too, and he completed TLS.
I found I could no longer just spam my attack priorities in Dread Wastes to effect, I had to drop multiple totems including Stone Bulwark, Searing Flame, and Healing Stream just to survive 1-2 mobs. If Stone Bulwark is on CD, I drop Earthgrab instead, gain some distance, and continue attacks. I also have Healing Tide Totem when things get really bad (I tried Ancestral Guidance but hated it as I would usually need desperate healing when my mobs were near death, making the talent mostly useless). You can also drop a Capacitor Totem to stun multiple mobs to squeeze in some heals, or just to not get the sh*t kicked out of you for 5 secs. Or if you need that extra burst damage drop Stormlash Totem. That rounds out all the elements you can drop at once without overriding another totem (Stone Bulwark/Earthbind/grab = earth; Searing/Magma/Elemental = fire; Healing Stream/Tide = water; Capacitor/Stormlash = air).
This is a point in the game when you must make smart use of most of your abilities. Hell, I even forgot about the Earth Elemental, which makes for a nice tank. And Hex! How could I forget about hex? Too many mobs? Turn one of them into a frog.
But yes, overall things take forever to kill in Dread Wastes, and maybe Townlong Steppes. You really shouldn't have any other problems in lower level zones.
Edit: Thrall's balls, Marklartank beat me to the punch by 11 days. Maybe I should've paid more attention to the replies in this thread.

As elemental I had little problem killing things....lava bursts usually sealed the deal fairly quickly and I took ancestral guidance to use when needed and at 90 elemental blast has been amazing...especially when it crits and procs echo of elements which happens fairly often for me.

leveled to 90 as ele no problems it was fine Be sure to not have agility gear on
