Probably because you're not the correct DW Tri-Spec which optimizes for, well.. dual-wielding.
The 2h Axe is better because it has higher end damage, making your striking abilities, such as Frost Strike, Scourge Strike, Obliterate, Heart Strike etc., do more damage.
Yes, hit rating also plays an effect.
