For the most part, paladin teams are counters to rogues. With the availability of prep to all PvP specs now it should narrow the gap but still is hard. What you have to do is have a huge burst to force bubble/BOP and then reset the fight with vanish. Then usually you have to do it again with prep vanish. After that you should win the fight.

No, Lay on Hands does not work in arena. I'm curious of TotT works in arena though. Popping that on each other at the start would be some ridiculous burst damage.
