Between the two Draenei is better. The 1% Hit bonus is a boon for Hunters, and Gift Of The Naaru is a handy heal to have on hand.
Plus they have neat accents and some great ranged weapon animations (particularly the female, in both respects).
And really, do we really need another Night Elf Hunter?

This, without a doubt. The racials are good, but none of them are game changing. You'll be spending hundreds of hours identifying yourself as one specific race, so pick the one whose lore you find the most interesting, whose voice bugs you the least, or even whose run you prefer.
I'm a dwarf who uses guns, purely because I prefer dwarves. If the crit racial wasn't there, I would still have rolled dwarf.

I have a male Draenei Hunter. The + hit comes in handy & Gift of Naruu has helped me out of some hairy situations but I particularly like the look.
Elves are too skinny and ubiquitious. Draenei are the closest Alliance has to the imposing bulk of the Tauren (even if it's no real comparison) and my hunter does look cool. The weapon reload animation is quite fun, too (think Arnie in T2) - still not tired of it even though it wouldn't actually work with a crossbow :)
