Hmmm well thought out Naga plans always please me! I like how they look and think that actually, no one has a reason in the horde to NOT accept the Naga into their ranks.
Lady Vashj was very helpful to the Blood Elves when whatshisface from teh alliance sent them on almost suicide missions.
Sylvanas is High Elven by origin, and remember that the Highborne that weren't turned into Naga and didn't fight for Aszhara became high elves (I think), similar interests, and also, it was Aszhara that hastily struck a deal with the old gods to turn them into the montrosities they are, thus being able to identify with one another.
The orcs were hugely corrupted by the Burning Legion so would probably sympathise with the Naga.
I was thinking, that this leader of the Splinterscale naga might want to revert back to druidism? That would give a nice link to the Tauren who could help the Naga re-find the Emerald Dream.
Trolls are cool about everything 'mon.

This would be an interesting idea.
Its true that the Horde doesn't really have a good excuse in not accepting the Naga with open (but cautious) arms.
Thrall accepted the Forsaken, who were previously of the Scourge. On the same note, he also accepted countless Death Knights into the ranks who also, defected from the Scourge. And the Scourge is the enemy to
ALL
things; living and dead. He's not one to turn someone away because of their race's past actions. The orcs are the LAST people to do that.
Cairne would probably be cautious, but since the tauren haven't had much experience with the naga, he doesn't really have much of an opinion to base things on.
The Darkspears despise murlocs because it was they who drove them off the Broken Isles in the first place. Naga and murlocs can be seen together quite often, so Vol'jin may or may not be willing to accept them right away, but would more than likely trust Thrall in his decisions.
The Blood Elves and Forsaken are different. The Blood Elves may come to see the common ancestry, but the Forsaken don't give a crap about any living race. Both factions may just be ampathetic about whether or not the Splinterscale join the Horde.

I'm new and not familiar with the lore but what would happen if an undead were to break the Lich King's mind control. Would the just be "dead" again? I'm makeing an undead shaman who broke the control and and hates all sentient beings and so on.

As you said it would require quite some lore bashing to make this work, as far as I know the naga are bound to the entity which transformed them into it.
But if something like you Splinterscale is ever added i would like to see it in a future mercenary faction.
Who would play Taunka? They're Tauren
Correction, they are Tauren with evul parents who slapped their faces with a shovel in childhood
Wern't the Forsaken bound to the Lich King?

As for the Tauren and Trolls, I thought of a quest where you escort a small squad of troops that were planning to attack the Splinterscale under Cairne and Vol'jin's orders out of the prisons of Makrura that are sided with the Azshar'i (my own personal name for Azshara's Naga). But that was planned for some-ways in the quest line.
The Forsaken would probably be neutral, but they know what it's like to be turned into something they despise (Humans to unead, Night Elves to Naga), and the Blood Elves know what it' s like to be betrayed by a leader that they loved (Kael'thas, Azshara).
Its basically one vengence party.

You're right.
No
one
could possible break away from
something like that.
I've always been a huge fan of the Naga being a Horde race one day. Seriously, go find a Naga somewhere and get to where you can just look at it. They are AWESOME. To say the least. The OP did a great job rationalizing this. While I think more races may complicate things, I'm definitely pulling for Naga if it was to happen (I mean, if Blizz chose to, what could we do other than try and enjoy it?)
As for people saying they should be added as a third faction or that there should be a third faction period, LOL GAME BREAKING. This game is based around a war between two factions. Too much would change if they added a third. And think of world PvP...UGH.

- I'm glad to see there is someone that thinks like me (course that might mean trouble for the rest of the world).
- The Naga aren't that far from a playable race, and although they could possibly side with Alliance too, I play Horde, so they're Horde.
- And your right, they'd have to revamp all of the BGs and PvP zones, not to mention add new towns where there just isn't room for them.

Blizz can just make up some islands where they call home

- The Broken Isles from TFT are a perfect place, there might be ruins of the Naga setlements that Vashj's naga had built while helping Illidan. Not to mention its already in lore so it might get less of a nerd rage from some lore-happy players.

- They could have helms, if Tauren can why not Naga? Faces are about the same length. And they could have Chest armor, Belt, and Leg armor (around the tail).
- Next...

- If you mean that I didn't mean for it to sound like that. I was just stating that they were helping Illidan and that some of their sttelments that you fought against in the TFT Night Elf missions might still be there.
- Those would then be repaired and put back into use by Anord Airbender' s Splinterscale Naga, Vashj isn't in the equation.
