This build is the best build for "raiding" it is awful for pvp, it is a good specc according towards your gear, if your gear is good then your damage will not only improve but your damage bonus from your spec will improve

Get +hit gear (to help with the shadowbolting) and damage/shadow damage gear. Crit is nice for ISB upkeep too, but don't concentrate too much on it, the focus should be the 2 first stats.
Which means that getting Frozen Shadoweave and Spellstrike would already land you 5 excellent epic items.
