Well i usually use it with berserker ( troll racial ) when regaining mana, or on bosses with Bm buff and berserker and trink buffs. Pretty awsum, steady shot becomes like 1 sec

Yes but it has been proven that steady shot can't fire faster than 1.5 seconds. Your wasting RF or Berserker by stacking them.

I believe that racial / rapid fire can reduce the gdc of spells, so you can fire more than once every 1.5 seconds.
