I would rate both builds as sub par... They are usable, but not as effective as you could be. For starting out pvp, you want the nuke spec. This is the build I strongly recomend for beginner pvp. However, you are still in pve trying to level, so it may not be for you. Instancing is a major part of leveling. You can leave your toon alone for 2 days in outlands(between 60-70), collect some good rested exp, and do 2 instances and gain half a level to a level in a mere couple hours depending on the quality of group you find. For leveling purposes, if you have some rested, run instances. Period. If you don't, quest. It's that simple.
Now, this being said, ret is very hard to get a group for instances. Know your class, otherwise they will complain about you and boot you. This build, also, does not have PVE qualities in it. Threat reducers and other good to have talents should be considered. But, this is up to you. If you plan on grinding quests thru to 70, by all means use the pvp build. You may want to have Improved seal of crusader and BoM instead of some of the protection talents tho. The more PVE group stuff you do, the more you want to stay in the ret tree. This is a more debatable PVE build. A lot of PVE is preference and how you want to play, so do feel free to swap things around. You want fanaticism, and you want Imp. seal of crusader for PVE, and possibly Improved BoM, but these are, in most cases, useless in PVP.
