Re-rolling healer. any suggestions?

Well, it will depend on which faction you are going to play. My post is going to be based on you playing Alliance, seeing as I haven't tried rolling a Horde and playing it much yet.
I've noticed that Druids are pretty mana-efficient; I could continually cast heals on my Druid and (Usually) wouldn't run out of mana. I'm sure your group would appreciate not dieing and being able to keep them alive long enough. Also, an added bonus of being a Night Elf Druid is Shadowmeld. In the event you need to drink for some mana, or if you have mobs on you that you want off, you can use Shadowmeld and you are good to go (Or at least it worked for me when I tired it; not sure for anyone else).
Something else I also have noticed is that Shaman are
very
fast healers. The ones I have grouped with heal about 2,000 per heal, and slap the heals out nearly every second. They, too, don't seem to use much mana with each heal, which is good for your group.
In the end, it is entirely up to you. I haven't grouped with many Paladin healers, so I really couldn't comment on how they heal. I have no doubt, however, that they aren't great for the job.

Do you want to be a healer, or do you just want to get into instances/raids easier?
If you just want to have easy time getting into raids/instances, than you may be sacrificing more than you know. I was bored as a healer in 25 mans, just standing there spamming FoL while others had fun.
If your friend is rerolling a tank, he may go for a DK, which starts at 55, and effectively at outlands.
You will start at level 1. Your friend will reach 80 long before you reach outlands. If you both start at 1, I guess it may work, but I suspect that if he makes a DK and you make level 1, than you'll get bored and go back to your current main.
In my opinion, if you guys want a tank, let him be a tank, and you help him level, or just get better gear for your self.
Than once he's 80, you two will have well-geared DPS and a tank, which isn't so bad to start a group with.

To be honest, if your server is that terrible, I think you should transfer. If it's a highly populated server, you can wait for free transfers, but else you'll have to pay. So it's either that, or take one of your 70's to another servers for a mere 8$ (I think), pay for transferring all your 70's or just start over on another server.

I played a holy priest for two years and currently play a resto shammy. I prefer the shammy, hands down. Like the priest, they can heal any five-man or raid but unlike the priest they have fantastic group buffs with their totems. They also have better survivability than a holy priest. I can easily solo group quests with little trouble, something I could never do with my holy priest.
Plus, resto shammies have
earth shield.
What more could you ask for?
(Admittedly I haven't played my priest in a long time. I suggest taking a look at the priest/druid/shammy forums and see what people are saying there.)
Also, if you're planning on starting from level one, I'd suggest
not
leveling as a healing spec no matter what class you decide to roll. Shadow priests, balance/feral druids and elem/enhancement shammies can all heal at low levels with appropriate gear.

You should just take a look at all the holy/resto spells for
druid
,
paladin
,
priest
, and
shaman
to see which you'd think would be the most fun to play around with :)

Go druid, I would say. The HoT spells are amazing in my opinion. Also, the Tree and its aura is a nice bonus.
I've never rolled a paladin, but I'm sure they wouldn't be that bad at healing either. With the plate they can wear, they are much less squishy and they have some tricks up their sleeves. Only bad thing is that most of the *best* healer gear is cloth usually. Hard to find plate healing gear :P
If you think you're server is that bad, I would really recommend a switch. It is so much better on a server you love and enjoy.
Now that you have your class choice picked out, here's some need-to-knows...
If you want to heal, these are important..
-Spirit (Mp5)
-Haste Rating (Or Crit Rating, you're choice. Haste is still better)
-Enough Intellect. Don't go Intellect-crazy, I would go for more mp5, but you need *some* intellect :P
And of course, spec to do the most DPS you can while you're leveling. Leveling as a healer can suck sometimes.
