Not seeing a problem. I started with 19k health. Go tank heroics - just be sure to use your CC and keep Holy and Sacred Shield up to make your healers have fewer heart attacks.

The main thing that helps in heroics when the tank has low health, is to be sure you understand which targets to cc and which to burn first. For boss fights, it was more of an issue for me when I first started when the group and I did not understand the fights.
Long story short, do your homework and all will be well. Heroics seem too easy now once you know what you're doing =)

I'm tanking all of the heroics easily with 22k hp. HoL and Old kingdom IMO are the hardest 2 heroic instances. Some dps have close to that much hp....
