Regarding being ganked in neutral territories...

I was at Area 52 today just now, when I spotted a lvl 70 ally hunter in Area 52 with me.
Now I am a Horde lvl 67 Hunter, and when I targetted him, I noticed him targetting me too.
So I mounted up, ran out of Area 52.
I was intending to go quest, but on a side-thought I decided to wait and see if he tried to gank me. Sure enough, within a few seconds of me exiting Area 52, he came out too and launched a Serpent Sting on me immediately. I was still mounted, so I immediately ran back inside Area 52, and watched as the guards started to give chase to him.
I was actually hoping the guards would kill him, but he managed to outrun them.
Now the question I have here is:
Even though he was the one who fired the 1st shot, if, while the guards were chasing him, I launched off a Concussive Shot to slow him down so the guards could kill him, would the guards then turn on me and kill me too?
In other words, in these "neutral-contested" areas, do guards attack you based on whether:
1 - You attack someone else within their "zone of influence/observation"
2 - Whether you have engaged in recent PvP behaviour?
I mean, if you don't gank anyone within vicinity of Area 52, but someone ganks you and you merely want to defend yourself, will the guards will kill you?

Hmm i suppose not, but there might be a chance. They will definetly go after him first then maybe to you when they are done with him. Well you've always got feign death though... not sure if it works on them though...

Crap, how'd I forget about FD... Ugh!
Alright thanks a lot... As long as they get him first, I guess I could always fire off a concussive shot or use my goblin rocket launcher, then immediately turn tail and run and leave the NPCs to kill him off for me...

A long time ago, after docking at Booty Bay, I spotted a player corpse on the docks in front of me. Having just acquired some
Goblin Jumper Cables
I thought this would be an ideal opportunity to try them out.
That's a mistake I've never made since.
