For professions: Enchanting and Tailoring.
For specs: Fire or Holy/disc. Fire lets you kill the mob before it reaches you, and Holy/disc provides decent enough damage, and good enough healing to last through instances (I leveled to 70 in TBC with holy/disc)

If you are rerolling on a new server, I would recommend taking two gathering skills while you level (Ideally either Mining or Herbalism with Skinning). If you wish to take tailoring at higher levels, when it would be more useful to you, then you should save all of the cloth you get to power-level tailoring later on.
Also, I would consider which specs sound interesting or fun to you, and then research how they perform in various aspects of play. Don't just ask some guy, chances are that his or her answer won't suit you best. The same approach applies to leveling.

Spec frost so at later levels you can pull 20 mobs, frost nova them, blink away, then finished them off with Blizzard :D AoE grinding ftw.
