This seems to be an implicit burst nerf. If I understand correctly: one of the goals for Cataclysm is to have a PvP environment where it is harder to regularly achieve so much damage and healing in relatively few global cooldowns compared to what we currently have in the game.
It is my assertion here that the long-term aim is to mitigate the button-mashing angle, in favor of a more thoughtful battleground and arena experience.
As far as what seems to be the obvious conclusion regarding healers, I would like to reserve judgment of that aspect as they go on to state there are fail-safes in place, should the need arise to counter-balance this upswing in Resilience.
