Keep in mind that not every talent is meant for a raiding environment. Thats what troubles me, I see a lot of 25 man shammies with this skill, I don't know why as I am sure they are raid healers.
As one of those shaman; because most of the time that I'm raid healing it's the melee group with chain heal. They tend to be near the tank who will typically get one of the chains.
If not, it's not a big loss - there's not that many talents that compete with it and what kind of player does nothing but raids? I appreciate having it in heroics as well as raid encounters where there
is
no 'raid healing'.
Imo: any shaman who does zero healing on a tank is a bad player. Any shaman who does more than zero healing on a tank should have this talent.

Think of it this way... who are you healing? You're healing someone who is getting hit and taking damage. There's a good chance that whoever is taking damage is taking physical damage. Unless you're in an all-magic fight, anyone who gets the AH proc must have needed it, because they're taking damage. Lowering the incoming damage = good.
On top of that, where else would you have put those points?

50 SP here. 30 sp from an enchant, 20 or so from another item... i would get the elemental weapons, may seem like a little spellpower but all those little bits of SP add up )

Maybe it's my imagination, but the extra mitigation seems noticeable to me. I always start a fight with a LHW or Riptide hoping to proc the extra armor. Between that and Earth Shield the MT only needs serious attention during hard hitting bosses, which means I'm free to heal others. This is talking about heroics, which almost all seem to feature lots of AoE damage.
Plus as someone else said it seems like the best use of points for filling the first two tiers.

Do not forget skills like "amored to the teeth" this is not only going to give them a constant flow of a huge boost in armor, but its going to increase their attack power.
With shaman crit, though this skill is short, you will see many crits. Not to mention chain heal, used alot more in wrath now, chance of healing 3 potential targets.
This skill could be awesome in a raid or pvp enviroment, I guess this is controversal though since alot of shamans dont use it, i think mainly the reason is also that it doesn't put out a bigger number heal, or make your numbers of mana regeneration rise. Its very subtle, and most people in WoW don't trust of find the subtle stuff useful, because its very hard to gauge exactly how effective it is.

Its 78 extra healing on the first jump of chain heal, and 136 extra healing across 3 people if you happen to get three. A boost in armor is better than that, especially since the armor bonus scales.
