You dps will scale much more with strenth then expertise.
As for hit, goto about 5% and you should be fine.

Mobs can dodge from behind.
No they can't. If you got dodged by a Mob you a.) were ON TOP OF and no behind the mob, b.) you appeared to be behind the mob, but due to latency, you were actually ON TOP OF the mob, or c.) you were in front of the mob.
According to the loading screen tip:
"Creatures can dodge attacks from behind, but players cannot. Neither creatures nor players can parry attacks from behind. "
Also, while the hit cap may be 9% (8 for the OP is a space goat, so he gets 1% anyway) jakphrost was stating that if he had 5% he should be fine (i.e. almost never missing anyway).
