Mmm, I don't know about that. A Retadin will generate a
ton
of threat as long as he's running Righteous Fury; he'll generate more than a Prot Paladin at those levels, in fact, since Prot won't have Shield of Righteousness yet. I'd surmise that Ret would have no real issues holding aggro in most Outland instances.
Now, the downsides are that Ret doesn't get Blessing of Santcuary, meaning that he can drain his mana quickly while tanking. Additionally, in order to be effective in tanking a Paladin needs a good bit more Defense and avoidance than a Ret would gear for.
I'd guess that Ret could probably tank most regular Outland instances without an issue, but he'd run into problems doing most of the Heroics and the raids.

I don't think the issue is with threat, it is with the fact that as Ret you will be taking about 1 and a half times the damage Prot will, and that's in the best of circumstances. The only upside for Ret tank I can see is the healing from aoe damage from Divine Storm. And you won't just run into problems with Heroics, any instance above VH will be impossible, you won't have enough health or mitigation.
