The rumour saying we need 5% is stemming from the ghost hit bug that several classes including paladins seems to suffer from.
You need 8%, not 9%, to be 2H melee hitcapped vs skull level mobs (bosses). HOWEVER, we currently have 3% ghost hit (see: bugs) that applies to melee strikes only, bringing our required hit for melee strike down to 5%. Be warned though, if you only have 5% hit, you will miss Judgements since they are based on the ranged attack table. If people could do testing on how much hit is required for judgements to not miss (5% vs 8% vs 9%) this would be greatly appreciated.
You (still) need 26 expertise (6.50%) to be expertise capped, not the 6.25% reported lately.
All melee classes seem to suffer a 4.8% crit suppression vs skull mobs; this means that your melee critrate will be on average 1.8% lower than your character sheet implies (HotC covers 3% of this, procs from librams and such not accounted for).
The spell hit cap is still 17% - the only skills we have that are affected by this are exorcism, holy wrath, and the first tick of consecrate - so this is of little importance to us.Ghost Hit
Reported by many classes, but ret paladins were the first to see this happening. We seem to only need 5% hit to never miss a melee swing or strike, but we still seem to need 8% hit to not miss judgements (as they are ranged attacks). The working theory right now is that paladins who were specced into the old protection talent Precision before 3.0 have somehow retained the hit from the talent. No official word on this either.

post and has fairly solid evidence backing it up, discussion and testing is still underway.
For the record, hunters are reporting 8% as well
, so Judgement being considered a ranged attack should not make it different.
